Dr. Fretwell’s primary area of work experience and education is in a broad spectrum (i.e., governance, administration, finance, delivery, and evaluation) of workforce development policies and programs, and their links to economic development. This work has been undertaken at the local, state, national, and international levels in both the public and private sectors and includes intensive experience in working with countries to mitigate the impact of social and economic change on the workforce.

Dr. Fretwell has completed long-term residential assignments in the USA, Canada, Washington DC and Hungary (World Bank), Italy/EU, Kenya (CIDA), and Saudi Arabia (USGov.); and short- term assignments in over 150 countries in all regions of the world. He has worked for and with many bilateral and multilateral agencies (i.e., ADB, DFID, ILO, IADB, USAID, CIDA, SIDA, GTZ, EU, USAID, AUSAID, USMCC, African Development Bank, UNIDO, UNESCO, UNIVOC, etc.), as well as for Ford Motor Company and Western Electric, He was born and raised on a cattle farm in Alberta, Canada.

Dr. Fretwell is a founding member, past president, and current Vice President North America, for IVETA. He is also a member of the governing board of the International Center for Career Development Policy (ICCDPP). He is currently the Chief Executive Officer of “Scarcliffe Associates”, a consulting firm he established following his retirement from the World Bank.

Dr. Fretwell has a Ph.D. in Education, Education and Vocational Training, Business Administration (Personnel Management), a M.Ed. in Industrial Education and Career Counseling, Oregon State University, Corvallis, Oregon, USA.; and a B.Ed. in Industrial Education, University of Alberta, Calgary, Alberta. Canada.
